Bribe to get Fire license

Hi,
From past 20 years, we are renewing our fire license every year by keeping our standards for safety. This year also we have applied for fire license renewal in mathuranthakam taluk, kancheepuram dist. Inspection team of 4 people came and inspected and forced for 2000 as bribe, promised that they are processing the license. Again after 2 days, another person came, telling that, he has the renewed license in hand, need Rs. 5000 to handover it. I have recorded his negotiation. But don't know how to proceed. Any ideas guys? I need license without paying bribe.
