It is a clear case of dilly dallying by the officer, so as to force you to pay a bribe and speed up the process. But I advice you to not fall prey to this. The next time you visit the office, make sure you take written complaint with you to be submitted to the higher officials in case the officer corresponding with you is corrupt. Also, take the verification number and complaint number to the higher officials. You can also make a written complaint about this case to the vigilance authorities. You can also file an RTI application with the to find out what has happened to your certificates. There are several instances reported in our -I didnt pay a bribe section where citizens have successfully resisted demands for bribes. It is only if we stand up and be firm about not paying a bribe, that things will change. I will be frank and say that the process may be time consuming. However, it is worth the wait!
