There are a number of cases of asking for bribe and payment of bribe for registration of sale deed of properties. Even if you pay stamp duty on sale deed as per circle rates notified by collector you will get notice for deficiency of stamp duty on sale deed.

If they do not find any reason for slapping case of deficiency of stamp duty, they will increase rate of land by assuming that rates would have increased. The use their this discretion in the cases where bribe has not been paid.

As far as stamp duty is concerned, the same should be paid as per circle rates fixed by government and/or District Collector. It is not within the competency of registering official to increase or decrease the value/rate of land at their whims and fancies as reported by the complainant. The registering authority has to follow guideline values fixed by the government for different areas. It is important to know these provisions before one wants to sell or buy land/landed property.
