No One Replacing the Burnt Meter, in Indirapuram Ghaziabad, without taking Bribe

My house meter got burnt, along with 5 others, due to over voltage. Even though it was not my fault I still went ahead and paid the money for meter replacement along with all other formalities. When the meter officials came they asked me to pay 5000 as bribe which I refused. All other house owners probably paid the money hence their meters are replaced but mine. I have been given a run around since last 7 months with no help. I would not pay any bribe. Can someone tell me the Vigilance Officers email or phone number so that I can put a complaint. My House is in Indirapuram
