Passport Police Verification-I Dont want pay 1000 rupees.

Police is taking Rs.1000 from the people who's passport verification is coming.Some of my friends have already paid the money,but i don't want to pay 1000 rupees just for nothing.Please guide me what steps can I take to avoid the payment as well get my verification cleared.
