Got my Driver's license renewed without paying a bribe

My driver's license had expired recently, so I was dreading the task of getting it renewed. I went to the Indiranagar RTO and the lady at the information desk gave me the necessary forms. I also had to get a medical certificate and the lady told me that I had to get this done at a Government Hospital nearby. So the first thing I did was to get the medical certificate. This turned out to be very easy! The doctor on duty seemed to be a nice chap and gave me the certificate in 5 minutes.
I then headed back to the RTO, where I first had to go to Room 3 where my forms were inspected and the clerk told me to go to the cashier and pay the fees of Rs. 250. I had to go to Room 1 for this and it took about 30 minutes since there was a queue. After paying this I headed back to Room 3 to show the payment challan. I then had to get my photograph taken and finally submitted the forms in Room 3 again, where I was given an acknowledgement receipt. The RTO no longer gives the new license back at the office. Instead you have to give them a self addressed stamped envelope (which can be purchased at the staionary store downstairs), and they said that it will be mailed within a month.
I spent a total of 2 hours to go through this process, which I felt is very reasonable. Did not pay a single paisa as a bribe! There were of course a number of touts floating around.
I was also chatting with a few others like me and one of them was praising the RTO chief in that office and said that he is a gentleman, does not take bribes etc.
