I happened to approach RTO Mattanchery for renewal of my driving licence in 2008. I was happy to see that there were no touts around and the staff in RTO were so nice to explain the procedure and didnt expect any favours.I got the licence renewed in time without having to pay a penny as bribe. I think Kerala may be the only state where corruption is not predominant.
