My Grandfather took a loan for Delhi for Govt in 1960's to build a home on his plot although we had paid of the loan, property papers were still with Land and Building Department. I met Mr. Goswami who is at the level of Under Secretary (IAS). He heads the department. The process was cumbersome however at no point any official made any overt or covert remark for any favors.
I was able to get my papers released. I want to tell people that there are honest people in Land and building department of Delhi Govt.
