Absence of pollution certificate cost me Rs. 800 as bribe

I was returning to agra from delhi on 30 august 2012 when faridabad police stopped my car at 5 pm. They checked my papers and then asked for pollution certificate, which unluckily I didnt had. They took my original RC and did the challan of Rs. 2100 to which i refused. Later he asked for Rs.1500 and after that it settled for 800. As i am from agra it was not possible for me to do rounds of faridabad daily so I paid a bribe. These pollution certificate are the way by which the government handed power to police to loot travellers thats why they reduced its validity from 6 months to 3 months. Is the challan cost is really Rs. 2100?
