Affidavit for RTO Registration

I was forced to pay bribe because of the absence of a proper process in place. The main hurdles:

1) The entire instructions were written in the local language. An outsider like me can do nothing but feel totally helpless.
2) No official/window to provide proper information about the process.
3) No queue system was being followed. What remotely looked like a queue showed a little movement after a gap of 30-40 mins. Complete chaos!
4) The officials were busy openly entertaining the agents. Most of the agents were drunk local goons. No civilized human will even think to mess with them.
5) The agents were present on both sides of the table. Promoting their client interest not only from inside but outside as well. Was left wondering how can they enter the official area.
6) Electricity was playing hide and seek. With no back up, this added to the pains. Overheard a few agents saying that they will disconnect the main switch to create distraction.

The entire situation forced me to approach an agent so that he can bribe the official and I can get myself out of that place asap. After standing for 6 hours and paying Rs 300, I finally got the affidavit. The motive behind this affidavit is to make sure there is no security threat to our country. But the current process and the prevelant corruption makes sure that the purpose is fully defeated. WE, the citizen, should feel really fortunate that we are safe & alive inspite of the wrong doings of out government offices.
