After three months, bribe taken to issue long pending duplicate DL

At Rajajinagar RTO, I had applied in October 1st week for a reissual of DL against FIR lodged for stolen wallet and DL loss. In November 2014, I visited again to check on progress, and they said it had been dispatched in October itself. In December 2014, when I visited, they claimed they had lost the DL and application since they shifted offices. I reapplied. In Jan 2015, they said they had dispatched it on 8th January 2015. When I checked with regional post offices in Bangalore, they said no such post had been registered. I do not live in Bangalore most of the month, so I had a friend check on the DL regularly. The officers kept pushing off my friend by insulting her so she sent her husband to deal with the officers. Today, the officer at Rajajinagar RTO demanded a 500 rs bribe, my friend finally had to pay 200rs to get my DL.
I will be filing an official complaint against these officers as well and make sure that action is taken, so that in future nobody has to bribe to get something as basic as a drivers' license issued.
