Area counselor asking for bride for constructing house for which already bride paid for approval

I am constructing a new house in Perumbakkam, chennai. The area counselor is keep on asking bride of 5000/- Rs and threatening that he will stop the construction work. Yesterday 27 March 2016. Some of his party members came to the construction site and asked to stop the work asking for bride. The construction work is given to contractor and that contractor already paid bride to that counselor for getting building approval, now he is asking again to me as i am bought that house. I am really not interested or encourage to pay bride. Not sure how to handle these political gundas.
