Ask to pay 500 for getting Order copy of name transfer form

The clerk who is issuing the order copy in Sembakkam Municipality is not giving receipt for paying Rs.500. We have already paid Rs.1000 for name transfer with the application form.
I think there is no transparent process involved in this matter. I would like to highlight this to keep the system clean and transparent for public.
