Asked bribe at the heart of Delhi by traffic police

On Sunday, 01 November at around 11:30 AM when I went to drop a friend at Central Secretariat metro station with another friend who was driving a car (from West Bengal), a traffic police named 'Prashikshit' (just had his first name on the name card) stopped us. He asked for our papers and emission certificate. When he could not find any fault with our documents, he then said that you have film on the car windows and hence you need to pay Rs 2100 for the same.

My friend mentioned that he recently got his car from West Bengal and had come to Delhi for the first time (by the car) to meet a friend who was staying at a guest house near CP. He also mentioned that he tried to remove the film by himself at day ago but could not remove that without leaving ugly marks on the windows and therefore he thought to take it to a garage later and get it done there. On hearing to us he asked us Rs. 1100 instead. On learning we did not had enough cash he made us go to the nearest ATM to get the cash.

After giving the cash when we asked for receipt he denied to do so and threatened that if he makes an entry in the machine he had my friend stand a chance of getting his license cancelled. Finally he returned Rs 500 out of the Rs 1100. We did not protested too much as that time as there were a group of traffic police standing there. However, on my way back from the ATM, I had turned on the audio recording to capture his voice as a proof. If required I can send it later.
