BBMP Begur staff collected Rs.500 as New Property Tax Application 'processing fee'

BBMP Begur staff Mr. Chandru collected Rs.500 for my New Property Tax application on 27-Dec-20016 from my tenant who was submitting Sale Deed and Khata documents on my behalf to get get my New property tax application into BBMP system. No receipt for the fee was provided for Rs,500. I have email exchanges with my tenant to validate my claim.
Upon checking BBMP websites and fee schedules I realized there is no such published fee that BBMP normally collects. I have raised this concerns, through BBMP Sahaaya and BBMP Support calls, with Begur ARO Mr. Somashekar but, till date there is no response from him either.
Few weeks ago fellow residents of my apartment complex had an online forum discussion on ApnaComplex.com, on how to get pay property taxes and the one more person claimed to have paid Rs.500 to BBMP official. I'll be more than happy to provide screenshot of discussion forum as supporting evidence too.
Not only did BBMP official charged a Rs.500 "fee without receipt' but, he had also entered my application with incorrect information. I have been trying to get the application corrected for the last 2 months but, now that Mr. Chandru has already collected the so called processing fee, he does not want to spend anymore time to correct the information on the application without which I can not pay property taxes to BBMP. I wonder how can Bangalore ever be a SmartCity with this kind of service from BBMP.
