Bribe for extra wire, no bill given

My father had recently applied for a new broadband connection. Today, that is 19-03-2016 at around 3.30-4.00 pm, two line men from the Madanapalle Telecom office came to our house issue us the new connection. After fixing the landline, they said they needed 300 rupees for giving us extra wire of 30 meters. I questioned them stating that such wire should be part of the connection. There were two of them and they were unrelenting until I gave them Rs.250. Private internet connection providers don't make all this mess, but Government's BSNL does. Requesting for strong action so that such incidents don't take place again.
