Bribe for Minority Officer

I do not know the name of the officer, I am a woman I had applied for loan 1 65,000 for SELF employment through Minority Commission , to consider my application he asked for 10000 with much of hesitation I gave the money, because to start my carrier I needed financial help, now the cheque has come again he is asking money to hand over the cheque. Whenever I call(even today I called) and ask about cheque they give reasons. Please help..
