Bribe for name transfer of property tax

Assessement of property tax had been done. Tax till latest period had been paid and all necessary documents had been submitted. But still Mr. Satya moorty from Avadi Municipality is calling and asking for a bribe of Rs. 3000 and threatening that the document will be thrown out. I resisted and am posting this here.
