Bribe to get FIR filed for lost mobile

On fools day of 2004 I lost my mobile and I wanted to get the same#. but hutch wanted FIR to issue me duplicate sim card.
When I approached police station to get it, they demanded 200rs. Otherwise they want affidavit to prove that it was my mobile. If I pay bribe nothing required. Finally I had to get them tea from nearby store and pay for stationary(pen and paper). Also settled for 150rs after negotiation.
