Bribe for getting Marriage registration certificate

I wanted a Marriage Registration Certificate to apply for Visa. The staff told me that if I don't pay a bribe of 100 Rs. they won't issue me the certificate and no one in the office will allow me to get it. It looked like everyone in the office was involved and they used to share the booty.
