Bribe for getting passport renewal fast

I am having my valid passport, but it has been damage by Frankfurt airport staff.I applied for damage passport as per my agent "********** Bhi" it will taken minimum three month time as my first passport from "Ghajabad, UP". Even he was not confident enough that whether i will get my passport after three month or not. as if there is any problem found in my passport by other office they will send back to surat office and it will keep rotating in between these offices.
than he ask me if i pay rs 7000 as bribe i will get my passport within 21 days. i paid and i got wihtin 21 days.
