Bribe for home sale deed registration

The official refused to register and demanded Rs 20 K. Others said that this was the norm and needed to be done if hte registration was to happen. The guy just took the cash, smiled and completed the process. He was not apolegetic, or offered an explanation, just that this is the rate, pay it or forget it, kind of attitude. Makes people look like idiots.
