Bribe paid for Collecting original Agrrement

As a process in Pune, in previous time the original Agreement was submitted at the Registration office. I am the 4th owner of the flat. To get the original agreement copies I visited the office many time for almost 2 yrs. Every time i use to go they use to tell the scanner is not working so they cannot give me the agreement till its scanned. Then at the end the officer convinced me to pay 5000 and he will scan it personally and give to me. I got the agreement but had to pay 5000 for no reason
