Legacy of harassment and forced delays throughout project, despite it being a landmark for the State and for the benefit of its end users, employees, example of best practices and of the highest green building standard.

A slow, procrastinating and corrupt administration on the one side, and the necessity to begin operations and get on with life on the other, led me to consenting to this. Despite being a strong opponent of giving bribes, and largely practices this, sometime at the cost of tremendous waster effort and time, this had to be done.
