Bribe paid to the property registration dept

It was really frustrating.after paying all the different charges aand fees to complete the property registration process,I was asked to pay Rs.3000 as a charge to process the registration.when asked for a receipt I was told that no receipt would be given as the money gets distributed with all the employees of the registration office.when I spoke with the builder he to asked us pay the amount without which the registration could not be completed.
