Went to pay property tax on the properties we own in Kogilu area. Its a small building attached to a school. There were a few BBMP employees talking to the localites and a yound chap approached me asking what i was looking for. I politely asked the guy about my tax payments and showed him previous year's receipts. He gave me a few forms and told me that he has to fill it. I agreed thinking that its the regular practice. I did offered me filling and the chap told me that he has to do it as there are are complicated calculations. he completed the forms(with mistakes) and asked me how much i was willing to give him. I was a little confused and asked him for what? He told its the service charge. I agreed to give as long as i get a receipt for my service. The guy started laughing and asked me where did i come from. I finally ended up paying Rs.100 and taught him how to write a few kannada words properly. I later found out that these young chaps are part of some govt employment scheme and there are supposed to help people without expecting anything. Instead the guys are getting very good training on how to take bribes. This needs to be changed.
