Bribe to register a complaint for lost DL

I lost my wallet which had my DL in it. I went to the police station to register a complaint. The police officials harassed me by making me do 3 trips. They want a copy of the DL.. a photo copy of the complaint.. and then they say that the DL copy is not a DL at all (apparently because it was a copy of the plastic card which the police pretend they dont know..!!) and then they say the complaint is not written properly. Finally a Bribe of Rs 200 set everything straight
