I have purchased the flat from tier 1 builder in whitefield. It is been told to that legal fees mentioned in apartment cost is ment for paying bribe to Sub Registrar, builder have now mandated that all the people who want to buy apartment, they have to pay legal fees in cash, so that it can paid to sub registrar during the registration process.As a buyer , you have no option but to pay bribe in terms of legal fees. The process is , Builder calls the buyers in lots to sub-registrar office and get the flat registered in lots and pay a bulk bribe to Sub Registrar in cash. I was in Sub Registrar office till evening, i have seen money getting distributed among staff and one can see them coming out counting cash. same thing happen for khata transfer, electrical meter transfer.
