Bribe for settling the right amount of tax

I had my house re-constructed by end of 2008. New applicable taxes were settled in Start of 2009 and I have paid all the amounts for the same year. However, in 2010, MCV increased taxes by 100% for everyone. the reason they stated was, last revision of taxes was done ten years ago and thus hiked 100%. but in my case, my tax was fixed only in 2009, a year before.
my mother went several times to the commissioner, MCV, complaining about this. finally they moved the file to some other officer. that officer was visiting my area one day and somehow my mother came to know about this. she called them to come and evaluate the house and consider our application.
the peon, who came along with them started negotiating. he said if the application has to be reviewed in line, it shall take several months and if we want to settle it, they shall decrease the tax, on one condition. the condition is, whatever i save because of revision they make, for an year, should be paid to them as bride.
after a lot of negotiation and requests, for which the officers rejected several times, i had to finally pay Rs.4000 as bribe.
Paying bribe to get things is not my way of life. I try and avoid as much as possible. But I am helpless when people shamelessly reject to do what they have to, then people like me have no way other than paying.
