Bribe for Tatkal passport of an Infant

My new born kid is two months old and I had applied for Tatkal passport which requires a verification certificate from top government officials.
A verification certificate (VC) from CAG Director was submitted which was supposed to be verified by passport authorities internally by post. There was no progress on the passport status for a week.
After 15 days on 20-June-2014 I reached Ghaziabad passport office. With 4 hours of grueling queuing and 1.5 hrs of driving I got the answer that your VC has not reached the RPO please check in Post office.
Than I enquired in CAG office and found that internal verification report was replied by CAG office and was delivered to passport office on 12-June-2014 (Dispatch no. EU588907887IN). Post duly signed and accepted by passport officer.
The associate made me search through the old speed posts in vain probably just to make me more miserable. After two hours of searching he told that he will be able to help only if we are willing to pay 2000 bucks.
That is when a bargain of 1200 worked wonders and VC file was found, passport print initiated at the same time and we got our passport in a week time.
But the problem is there is not only one bribe hungary department. We refused to pay the police men 1000 Rs for verification. So now police/local intelligence unit (LIU) has submitted the adverse report for the two months old , and passport officer has no clue what is wrong with it currently. Probably another 500 will do the job. Still to be verified
Feel sad every time I pay the bribe. But not strong enough to visit the PSK/RPO's every two days for an infant passport, with Visa in hand and travel dates to be postponed every week .
