Bribe to traffic police is part of day today life

Traffic Police used to stop people , asks for driving license,Insurance ,PUC etc.If people have al things documents proper,then they start checking nnumber plate etc. i.e. of they have stopped you either you have to pay bribe or talk to them for hours and be insulted.
They stopped me and same things happened.I was driving the bike of my friend for which he asked for paying 700 RS (I am not sure if this was the amount as per rule),Now there were two options one is to pay RS 700 or RS 100 as bribe.
And most of us goes for 100 as bribe.
