Bribe for Verification of Parking Area

According to a new law while buying a new car i had to show and verify a parking space for my car.Even though i had ample space for parking, at the first attempt after verifying , the file got lost, so for the second time i had to pay a bribe for the same.
small matter maybe but just goes to show how corrupt we have become....real sad..
