Bribe without asking

I had to pay bribe to a police of Rs.100. ironically the police dint even ask for it. But as anyone who has undergone a police Verification for passport knows, If you dont pay the bribe, your file just sits in the station. Or worse the police gives lame reasons for the rejection of your passport! We all know how passport offices work. Just to find out the reason for rejection of our passport we have to wait in queue for hours together. And its not that the work is gonna get done in a day in passport office So who would risk multiple visits to the passport office?
