Bribe to a young traffic inspector

I used mobile while I was driving back home from office today. One constable saw this and stopped me near St'marks road at around 5:30 pm. He took me to his senior, a young inspector of around 30. He started talking to me in kannada as if I am murder suspect. But when I replied in english, he changed his tone. I admitted the mistake. He asked me to pay a fine of Rs.300. I did not argue and agreed to pay the fine. when I gave him Rs.500 , he gave me back Rs.300 and refused to give the receipt.
I was shocked to see this kind of attitude from the younger generation.
