Bribed for Driving licence as i migrated from outside Maharashtra

It is the story of everyone, whether the individual hails from Mahrashtra or an outsider. At first i thought to apply for Learner Lincence in RTO near Pune station. To apply for licence, you need to be in queue and two lady inspector will check your document over there. when i went, they told you Must have Registered Agreement(first reason to force you to bribe them directly or indirectly) with you, they told there is no way to get licence until you are having Registered Agreement(i was having notorised agreement). i went outside and met one agent(you will find hundreds of agent whenever you are entering in any of the RTOs in india). He took the same document with 3000/- rupees for LL and Permanent licence together. He got it signed by someone known to RTO officer and sent me to other Fat lady inspector, this time she didn't require Registered Agreement and i got my LL the very next day. However, you should not believe any agent blindly, even they mignt not work honestly as it happen in my case. The name of agent was ********** (calling name Jitu, Mob no:- ******* , a short height dark complexion guy). For Test drive(needed for permanent licence), he didn't pass the money to another guy responsible to carry out my job for permanent licence and again i had to cough out 700/- rupees from my pocket after a month. I don't know , whether MVD has made agents legal, if not, then why monitoring body is not taking any action against them when they are operating in Open in RTO premises itself. I am just vomiting my frustration over here, i know nothing is going to happen. i think we have to get our job, so we will be giving money and government organizations will be enjoying the priviledge.
