If you want to build a house/ any type of building, you have to pay the engineers, assistants, peons, inspectors from a dozen departments, before getting the scheme sanctioned and during and after construction. When an ordinary person purchases a flat if the construction cost is INR 1000, INR 50 to 100 goes towards the so called 'overheads' that contributes 5% to 10%. I have payed such bribes for five years from 2001 to 2005 and then changed my job.
