Charged 10 Rupees Extra for Monthly Pass Identification Card

The BMTC Monthly Pass is charged at 1050 and its identification card is 100 rupees. Today I went to Shanti Nagar Bus Stand to purchase both. I was charged 110 Rupees. There is no proper justification of the charge and the teller person was very rude.
Also I gave him 510 (because I did not have change). He was dilly-dallying in returning of 400 rupees change and then gave it. He refused to tell his name also. To identify him here are the facts. He was sitting on the enquiry counter at 9.25 AM today (3rd February 2016).Please help...
