Commercial tax gate in jaigaon.

I am a marble dealer in jaigaon dist-jalpaiguri W.B. we( all the marble dealers of jaigaon) have to pay Rs.5000/- (five thousand) to the CTO of the sales tax gate in jaigaon for every truck of marble that comes to jaigaon. i dont know how this thing started but now it is mandatory. the option available is to have the truck seized. no one wants to take that risk because we know that by the time the case is settled the marble will all be broken and the truck load will be just waste. one truck load of marble is worth approx Rs.2,00,000/-(two lacs). if we calculate,i personally brought 10 trucks of marble last year so if every dealer brought the same, i am sure they brought more, we have 7 dealers x 10 trucks x 5000/- = 3,50,000/- (three lac fifty thousand) a year paid in bribe.
the truck passes through Dalkhola ,the main gate of West Bengal, without any problem but the gate in jaigaon has started to turn really really rich.
please advice on what to do or where to complain.
