Connivance between staff and service provider

Sir,
Today morning I alighted at city Rly. Station from Bangalore Mail on Platform 3 around 5.15 AM. I dialed ******* Pickup car for transporting my mother (90 Years) to Auto stand three four times for service. Every time he asked for platform and coach number and my name, but did not turn up for more than twenty minutes. I noticed a porter hanging around us from the time we shifted our luggage. Then I realized there is an understanding between them and when I told this to him he was smiling.
I had to engage him by paying Rs.100/ to bring wheel chair and transport my mother. This is happening for quite some time. Last year also I faced same problem at platform 5 in a similar situation around $.30 AM. I had to cough up Rs150/. There is connivance between RPF, Porter and railway officials. You cannot find a wheel anywhere in railway premises. We are supposed to get free wheel chair from Railways for use and return.
This is the state affairs at City Railway Station from the day the service was introduced by some benevolent people/company. The service is really good at Chennai Central Station. No demand for money and prompt service.
