Couldn't avoid paying a bribe at the Registration department

We went to Marriage Registration Office at Pune to submit the intended marriage notice. We had done lot of research and went there along with the documents and with the mindset of not paying the bribe. Outside, the board displays that we need to pay Rs. 50 to submit the form and we receive a notice with the dates fo come and perform the marriage in front of the registrar.
As we entered, it was a typical government office environment. An Advocate called Ms. ********** welcomes us with a great smile. And she provided us the forms and explained what proofs need to be submitted. And when we asked what is the fees, she said 1000 Rupees! We said we want to go through the government way, for that she said if you come though us, your work will be fast.
We got the form, filled and went inside the office, an officer I think his name was Palekar or something I don't remember, he asked us to get the documents attested and said his charges are 500 Rs. We attested the documents for 10 Rs each through the advocate Ms. **********. She didn't even bother to check the original documents.
Again went to the officer, and he says 500 Rs. We said the fee is 50 Rs and if you are taking 500 Rs, please provide us the receipt. He said, if you want your work to be done, then pay the amount or come back next week. This was horrible. It is his job to do our work when we come. He is paid for that, but what he does is bindas corruption and no one over there cares or scared of corruption charges. And I'm **********sure this happens everywhere.. Since we wanted our work to be done soon, we had to ask him to come down till 200 Rs. Still we paid the bribe. At the end of the day, when we were waiting to get our Notice, all the agents were coming towards him and giving him the daily hafta's.
We who work like slaves, take leave and go to these government offices, they get the salary from the tax which we pay, and enjoy the bribe money. Is there no way to stop this? I alone cannot change the system. As a mass we have to change this system.
Why the government related transactions get online? There's no clear information on the Marriage registration on each state in the National Portal. They don't even verify the documents which we submit and there's not much security threat. Then why can't we submit the notice for intended marriage Online?
