II had lost my Marks sheet for my Bachelors Degree Examinations .In the process of applying for a Duplicate I was advised to get a Complaint Copy from the nearest Police station .When I went to the nearest police station to file a complaint the station was abuzz with lots of activity and when I approached a constable he said it would not be possible to give a complaint copy as it was the day for monthly inspection and I was asked to come on a later **********. When I approached the Inspector he said the same and he claimed they were not the people responsible for it and I had to go the Tahsildars Office. I explained to them that I had already enquired the same with the education department and they wanted a complaint copy from the Police station to issue duplicates. He said it was only a special procedure to be followed exceptionally. I was annoyed and I walked out of the station just to be greeted by the same constable who asked me to calm down and “SETTLE THE MATTER” across the table and asked me to pay Rs.200 and when I refused I was asked to go the Tahsildars office again. Finally I had to give in as I had to apply for my convocation and submit the documents for the same. Much to my surprise after paying Rs.200 the Inspector welcomed me back to the station and started giving me various options as to “HOW A MARKS CARD CAN BE LOST” and he advised me to select the best one which is shifting the house or relocation and when I told them that I was living in the same house for the past 20 years he said “HE WILL TAKE CARE OF IT”. He not only wrote a complaint copy for me he also got it photocopied for me signed and sealed it. He also offered to handle the formalities post submission of the documents. This kind of assistance can really put any of the customer care departments to SHAME!!!!. Where else can u pay someone and ensure work to be done in less than 5 minutes with 100% accuracy.
I am sure no one who earns money toiling for hours in Office wants to pay bribe but all get victimised when subjected to harassment by people who are actually there to assist them and as u go higher up the Hierarchy for assistance the “ASSISTANCE CHARGES” only increase exponentially.
It is such a shame to admit paying a bribe. What else can a common man do alone when the same system designed to facilitate starts exploiting
