Duped into paying fine more than prescribed for not wearing a helmet.

A few hours back today (between 7 PM and 8 PM), along with my friend I was travelling in a motor bike from Mukundpur in Kolkata to Southern Avenue. On our way on Bose Pukur Road the traffic police on a bike stopped us as my friend (pillion rider) was not wearing a helmet. We were asked us to come to a nearby Police Station which seemed like a traffic Police Station. At this Police Station we were asked to submit all our documents related to the bike. The traffic police confiscated out registration certificate and driving license. Thereafter, we were made to pay a fine of Rs. 220/- for the said offence of not wearing a helmet. I deposited the said amount and got my registration certificate and driving license back and was asked to leave. I was asked to acknowledge the receipt of these documents on the challan, which I did. I noticed that the fine amount was not written on the challan. When I asked for the acknowledgement of the payment of fine the traffic police told me that I will get the receipt after 15 days and that I should come to the same police station if i want to collect the same. On the challan I wrote that I have paid a fine of Rs. 200/-. The traffic police asked me to strike that line off and I obliged. I checked the fine for not wearing a helmet after reaching my destination. I discover that the fine is Rs. 100/- for the first offence. I have never been caught before for not wearing a helmet an this is my first offence. The traffic police clearly derived illegal gain to himself. I wish this would stop and citizens are at least secured from the law keepers.
