Emergency Call Cost me Rs.300

I was waiting in a traffic signal in Marble factory road near Adugodi today at 6.30 PM. Then i received an emergency call from home while still waiting for the signal to turn green.
Then a traffic Police constable knocked on the window and asked me to pull over to the side of the road. He demanded to see my Driver's license. But as i had submitted my License in lieu for conversion to a smart card, i produced the Acknowledgment letter Given by the RTO. Then he started harassing me saying that "Talking on the phone while inside a vehicle (irrespective of whether parked or moving) and not carrying the Drivers license ensues a fine of MINIMUM Rs.900". But i argued with him saying that i had not spoken on the phone while driving and i had a valid Acknowledgment. But he remained adamant and asked me to leave the vehicle on the spot and leave if i could not pay up immediately. As i was in an emergency and did not have Rs 900 in cash with me, i explained to him that i could not pay up but had to leave immediately. Also i asked him to book the Case on me(even though there were no grounds he could actually book the case on). But he did not agree to let me go and instead demanded that i Pay Rs.300 and leave. Since i had no other choice i had to pay the bribe and leave immediately.
