Engineer in Water Authority a Curse to citizens

I received a water bill for Rs.14,000 against usual bill of Rs.150 per month. Immediately I visited the Engineer in Water Authority. I told them only 3 members live in the house. He asked a man (plumber ??)to check my meter and underground water tank and told me it will be dealt with. Later when I saw the Engineer he said there is leakage in the tank and bla bla. Then later when I called the plumber he said it can be sorted out but there is an expense of Rs.8,000 which goes to the computer man, Engineer and others. At last I had to pay Rs.8,000 and they corrected computer records. This means those rascals knew I havent used the water billed to me.
