Entire system seems corrupt in GVMC

I dont want to name a specific person even though I paid bribe for death certificate but I want to point how corrupt the system is at GVMC.
Once we apply for birth or death certificate by paying fee and providing all the relevant documents if lucky you will see your certificate. Of the issyed certificates there seems to a delibrate mistake made and you're advised to vidit upstairs. The person at desk will ask yiu to come after 5pm if he thinks you will pay up. If not he will make you run after him till you get tired and you ask him for way out. On death certificates there anithrr tactic used is saying that report from area health inspector has not been received. So again you run after thus person to expedite and ultimately end up paying a bribe.
So I would request that the system be reviewed by higher authorities (I believe current bribe culture has been run by GVMC management) so common people are not subjected to inconvenience.
