I had purchased a piece of plot in my native 1 year back. Now I wanted to survey/demark my plot before using it. After several requests for over a couple of months, at last, the local revenue inspector (RI) agreed to do the job, after several earlier cancelled schedules. We had to wait in from of his office for 3-4 hours and at last he came. After the job done he asked to pay Rs 1,000/- to us. And we were force to pay the money.
In Odisha, you are force to pay bribe in each and every govt office. Without bribe nothings moves forward. Bribe is like a rule by govt of Odisha and this culture has grown up since years as there is no check anywhere.
