Gave petrol in addition to money to send my bike in train

In 2009, june i had visited ladakh. While returning, i needed to carry my bike from ambala to delhi in train. I cleared all the bike transfer related paper works and booked a ticket in sleeper class for me. As per the law, it says if a person is travelling in train, then he can carry his bike/cycle in tha lauggage van by paying some legal fees. but in amabala, they didnt allow me to carry the bike with me. They told me within 3 days they will send my bike to delhi.but If someone wants to carry with him then he needs to pay extra amount of Rs 500 + the petrol present in his bike. I gave him 10lts petrol + Rs 500 apart from the legal fees.
