Getting Driver's License

While applying for Driver's license for car the fees is Rs. 151. However, the cashier demanded Rs.300 from me. My inability to speak Kannada also handicapped me from asking any explanation. Some of the officers are rude just because I can't understand them and they don't speak any other language.
