Got an International Driving license

I wanted to get an international drivers license for an upcoming foreign trip. I was told that the only way to get one at the Pune RTO is to go through an agent. I tried getting one without an agent and had to wait hours in line with no avail. The moment i went through an agent i did not even have to turn up for the process. He got it done and gave it to me in the evening. Apparently there is nothing you can do at any RTO in India wiithout paying a bribe through an agent.
