Gunda RTO's in Pune

I wrongly parked my bike in No parking Zone, my mistake. My bike was taken to the said chowky. The person who was looking after the bike were 1st of all not a RTo officer, was some local gunda. I asked what was the fine to be paid he relpied Rs.150/- i told its only Rs.100/- i cant pay that much he says then pay Rs.250/-.
I kept Rs.100/- in his hand and tried to take my bike but these gunda came and stopped me. I was in hurry so i gave Rs.150/- and got away.
These People (local gundas) take the share from the RTO cops...
ie for Example 100rs is the fine they give RTO Rs.100/- and keep Rs.50/- for them also they are rude like they are the Cops. Now tell me where to complain about these things?
